The Minister of Energy, Donna Cansfield, introduced the Energy Conservation Responsibility Act, 2005 (Bill 21) on Nov 3, 2005.
The government News Release related to Bill 21 states:
“The proposed legislation provides the framework for the government’s commitment to install 800,000 smart meters in Ontario homes and businesses by 2007, and to have them installed in all homes and businesses by 2010. Smart metering, combined with a pricing structure that reflects the cost of power production at certain times of day and year, allows consumers to make informed decisions about their electricity use.”

There was a strong turnout for the SMI Working Group’s
half-day conference held on August 22. The purpose of this conference was to update market participants on the working group’s progress in defining and developing smart meter
data standards for Ontario. Over 35 attendees, including representatives from the Ministry of Energy and the province’s energy retailer, distributor and vendor communities, participated in the conference. View the Presentation
