2010 04 29On Wednesday, April 28, 2010 the Ontario Energy Board (the "Board") approved GI 823 - Harmonized Sales Tax and the standards release version 4.0 patch 1 effective July 1, 2010. The authorization letter can be found here
2010 04 26On Tuesday, April 20 the OEB EBT Advisory Committee approved EBT Standards Document Version 4.0 Patch 1.
2010 04 06On Thursday, April 1, 2010 the Working Group approved GI 823 - Harmonized Sales Tax and recommended to the board that it be implemented as standards release version 4.0 patch 1 effective July 1, 2010.
2008 06 11On Friday, May 30 the Working Group approved EBT Standards Document Version 4.0.
2008 06 11On Friday May 30, the Working Group approved GI 819 to be rolled into the next standards release.

2007 12 20On December 20, 2007 the Ontario Energy Board (the "Board") has has reviewed the recommendations of the EBT Standards Advisory Committee (the "EBTSAC") regarding amendments to the EBT Standards resulting in Version 4 of the Standards, and the date recommended for implementation of Version 4. Based on the recommendations of the EBTSAC, the Board authorizes the amendments and the implementation date of January 21, 2008.Letter
2007 10 04The Working Group has finalized the EBT Standards Version 4.0 Approval Request form. The Approval Request will be sent to the Advisory Committee the week of October 1, 2007. The recommended implementation date for EBT Standards Version 4.0 is January 21, 2008.
2007 09 07On September 7, 2007 the Working Group has finalized the Approval Request document. The document was updated to include the latest version of GI 798 and GI 814. The Working Group asks all market participants to review the Approval Request form and raise any questions or concerns by Friday, September 14, 2007. If no objections are heard by September 14, the approval request will be sent to the Advisory Committee for review.
2007 07 20On July 20, 2007 the Working Group approved GI 813 to be included in EBT standards release version 4.0.
2007 07 11On June 15, 2007 the Working Group decided to include already implemented GI 792 to v4.0 for the purpose of proper documentation.
2007 05 30On May 25, 2007 the Working Group approved GI 798 and GI 811 to be included in EBT standards release version 4.0.
2007 05 11During the EBT Standards Working Group conference call on May 11, 2007, the working group members decided to recommend a new EBT standards release version 4.0.

The tentative implementation date of January 21, 2008 was selected and will include the following already Working Group Approved Global Issues:
GI 781 SA-TTX for CCL
GI 782 CCLA IG Fix
GI 783 SA-NED for CCL
GI 786 Standardization of Arrears
GI 790 DownloadComplete Status in TransportResponse Schema
GI 805 Change Needed to NSLS Schema

In addition, the working group will be working towards resolving the following Global Issues for inclusion in version 4.0:
GI 798 SSS to Retailer Switch With a Move
GI 806 CCR Transactions
GI 811 Enroll Transaction - FVSA

To give market participants 6 months to make the necessary changes, the working group will work towards resolving the above 3 Global Issues by end of July 2007. At that time, the Global Issues will be sent to the Board for approval and the group will be working towards an implementation strategy.

Market participants are encouraged to let the working group know if they have any other issues they feel should be included in the next EBT change.

2005 10 19The Ontario Retail Electricity Market has successfully implmented version 3.1 of the EBT Standards.
2005 07 26The Ontario Energy Board (the "Board") authorized specific amendments to EBT Standards Version 3.1 addressing Retailer Switch Confirmation (GI773), SA-CPO Effective Date Clarification (GI779), and Post Dec 9/02 Contracts - Long-Term Solution (GI736), and authorized the change in the implementation date of Version 3.1 from October 11, 2005 to October 17, 2005. A letter dated July 20, 2005 advising of the Board’s authorization has been sent by email to all licensed Electricity Distributors and Retailers.
2005 07 26Market participants are encouraged to review the v3.1 Schemas and Implementation Guides. These were updated to include GI 736, GI 773, and GI 779, which were Board approved July 20, 2005.
2005 07 26The IESO has started publishing estimates of the new market rebate (ONPA Rebate) which started April 1, 2005 and replaced the BPPR. Link

2005 06 21GIs 736, 773, and 779 were AC approved on June 17, 2005. These GIs will be included in v3.1 implementation. These GIs are awaiting Board approval.
2005 06 21V3.1 implementation date has been changed to October 17, 2005 as October 11th weekend falls on Thanksgiving holiday. This new date has been WG and AC approved and are awaiting Board approval.

2005 05 18There will be no EBT Standards Working Group meeting on May 20.
2005 05 18The EBT Standards Working Group will seek to approve GI736 on May 27/05. GI736 involves changes to the EBT Standards to allow retailers and distributors to exchange data on the status of consumers with respect to the Regulated Price Plan. This will replace the short-term solution (GI726), involving the exchange of csv files, to retailer consumer enrolments in the wake of Bill 210 of the previous Parliament (which created the price cap on low-volume and designated consumer electrical energy costs). The proposal is to implement this as part of v.3.1 in October/05.
2005 05 04GI 670 DCC 06 was rejected on Friday, April 29.
2005 04 20GI 670 DCC 05 was working approved on Friday, April 17.
2005 04 06While we await a definitive announcement, the assumption is that the Global Adjustment (under O.Reg 429/04) will be made on a variable daily rate starting July 1, 2005. However, there are still detailed technical issues that should be standardized and these are itemized in GI777. Anyone who has suggestions please provided them to Roman Dementavicius or RK Madan at THESL.
2005 04 06The phone number and password for the three v3.0 checkup teleconferences will remain the same as that normally used for the Working Group and Advisory Committee meetings, i.e. 416 212-0400, passcode 6652#. This is not as given in GI761. The three teleconferences are: April 7 at 9:00am; April 10 at 4:00pm; and, April 11 at 4:00pm.

2005 03 04The following is the latest information from the Ministry of Energy regarding the recent government announcement concerning rebates (surplus from the two-block priceing) to be paid to the customers:

"The Ministry of Finance currently projects that the surplus will be more than $300 million at the end of March 2005. The surplus will be credited back to customers on their electricity bill. We except this to happen during the summer, once the Minister of Finance has determined the amount of the surplus. The proposed details of how the rebate will be made will be posted for comment shortly on the Ministry of Energy's website as draft regulations."
2005 02 24It appears that not everyone is following GI774 with respect to GST on the Provincial Benefit/Global Adjustment. This was discussed at the WG meeting on February 18. The WG has indicated that the IBRs sent to RCB retailers must treat the GST related to the Provincial Benefit the same as NCECs, as per the Service Agreements.
2005 02 16Market participants are encouraged to review the v3.1 Schemas and Implementation Guides. These were updated to include GI 771 and GI 779.
2005 02 16A draft consolidated v.3.1 Standards document has been posted to the WG website. The WG will begin review of the draft on February 25, 2005 to allow everyone some time to read it. There are fairly extensive changes due largely to GI 707, which clarifies InvoiceBillReady flows.
2005 02 16Please be sure to follow GI 774 in populating EBTs with the "Provinical Benefit" tag sent to the retailer-consolidated billing retailers. Some lincensees have departed from the required specifications.
2005 02 16GI 779 SA - CPO Effective Date Clarification is approved and will be recommended for implementation on October 11, 2005.

2005 02 16On February 11, the EBT Standards Working Group approved GI 777 - Implementation Timelines for Regulated 2005 Changes. The Working Group have requested approval from the Advisory Committee. The WG also asked the Committee to agree to waive the usual 5 business day turnaround in view of the urgency of dealing with the issue. The Working Group has asked members to reply by 5pm Tuesday, February 15 if they have any dissent from the approved GI or with the shortened response period. If no dissents is received it will be assumed that GI 777 is passed.
2005 02 09The WG plans to approve GI778 - an updated EBT Standards document to v3.0 - on Feb 11. Unless the WG hears some dissent, after Feb 11 v3.0 of the Standards document will be posted as WG approved.
2005 02 09Testing for v3.0 starts this week. Thank you for the many submissions. On Wednesdays at 9.00 am there will be a regular weekly check-up call for everyone to share information. On Thursday morning Barb Robertson, who has joined Board Compliance staff, will send to Jay Lee, Chair of the Working Group (WG), an updated monitoring spreadsheet and there will be a regular discussion of any issues scheduled into the early part of the WG agenda on Friday am.

The GI proposes importan changes and/or clarifications to the way Global Adjustment/Provincial Benefit will be implemented beyoned the current interim period. 2004 12 23OEB staff have asked that we let participants know that OEB staff are aware of problems with multiple copies of emails to EBT contacts. An external server has been identified as the cause and corrective actions are being taken. Executives or regulatory officers of all licensees have been sent the letter authorizing GIs 761, 774 and 776; OEB staff are attempting to ensure that EBT contacts receive this information directly.

2004 12 01On Friday, December 3, the WG will discuss proposals for approval on GIs 774 and 776, which concern the "Global Adjustment" regulations under Bill 100, with a proposed implementation date of January 1, 2005. The latest versions of the documents are posted on the WG Website.
2004 11 24The Working Group has approved the consolidated version of the EBT Standards Document up to version 2.2 patch 1. The consolidated standards document is available on the WG website in both unmarked and marked-up forms. Board staff hope to be able to call upon the WG early in 2005 to review a v3.0 consolidation.
2004 11 08The Advisory Committee has approved GI 761, the rollout plan for v3.0. The Approval Request has now been sent to the Board for approval.

2004 11 03The Working Group has approved GI 761, the rollout plan for v3.0. The Approval Request was sent to the Advisory Committee on October 26, 2004 for recommendation to the Board. If the AC approves the GI, Board staff will seek Board approval.

It is worth noting that the WG expects similar issues to arise when more is known about the requirements of Bill 100, once it becomes law, and the outcomes of the Rate Protection Plan and Smart Meters consultations. At that point the expectation is that a new Issue or Issues will be raised.
